Qualifications and Experience
Essential:
- Degree in a related field, masters preferable
- Five years related experience
- Five years’ progressive non-profit work experience with international humanitarian programmes.
- A proven understanding of development issues in the country and region.
- Management and supervisory experience.
- Established excellence in written communication, including the preparation of complex documents to meet strict deadlines
- Strong personal communication skills, ability to facilitate liaison between different sectors.
- Good financial, budget and grant management skills
- Able to work and travel in difficult conditions
- Able to work with diverse team members
- Good training skills, with a proven ability to build capacity of others in report writing.
- Solid Knowledge of donor funded projects (EU, USAID, DFID, GAC, OFDA etc.)
Desirable:
- Experience in Northeast Nigeria or similar conflict context

Background
- Save the Children has been working in Nigeria since 2001 and is currently working in 20 states focusing on child survival, education and protecting children in both development and humanitarian contexts. The conflict in Northeast Nigeria has left 8.5 million in need of humanitarian assistance (HRP 2017), in particular the more than 1.8 million IDPs. Over half of the displaced are children (55%), half of whom are under five years old. Borno state has been the most affected and is host to nearly 1.4 M IDPs (IOM).
- The conflict has resulted in alarming rates of malnutrition with high global acute malnutrition (GAM) and Severe Acute Malnutrition (SAM) rates, many of which exceed WHO emergency threshold levels of 15% and 2% respectively. Of the 398,188 children suffering from SAM, less than one third (only 114,097 children) have received treatment. A lack of adequate water and sanitation infrastructure along with poor Infant & Young Child Feeding (IYCF) and hygiene practices are increasing malnutrition and stunting

Job Title: Consultant – Baseline Assessment – Education for Crisis – Affected Girls (ECG) in Borno and Yobe States
Location: Maiduguri – Borno, Nigeria

Qualifications of Consultant(s)
- Minimum of 8 years of experience in coordinating and administering baseline/endline studies, including gender-sensitive data collection and entry, data management and storage, preferably for international non-profit organizations or multilateral agencies with preference for studies in education;
- Demonstrated experience in training, facilitation and supervising survey enumerators and data entry team to collect and enter data as per high quality standards;
- Demonstrated experience in establishing cloud-based systems and working with smart phones or tablets;
- Demonstrated experience in quantitative and qualitative data analysis, particularly as it relates to social norms i.e. power dynamics between male and female members, decision making, access to and control of resources, and others;
- Knowledge and experience with adolescent programming, specifically primary education, social norm change, policies and services systems;
- Knowledge of and experience with gender equality and measuring gender sensitive/transformative programming;
- Ability to produce high quality work under tight timeframes;
- Ability to work jointly with the Save the Children Nigeria office and integrate feedback as required;
- Prior experience working on evaluations for Canadian Government (GAC/CIDA/DFATD) considered an advantage.
