The MEXT Scholarships are Japanese Government-funded scholarships for international students who want to study at universities and other higher education institutions in Japan. The programme covers several study categories, including undergraduate, graduate/research, teacher training and Japanese studies.
Administered by Japan’s Ministry of Education, Culture, Sports, Science and Technology (MEXT), the programme provides a fully funded scholarship covering tuition, monthly allowances and eligible travel expenses. Step 1: Choose the Right MEXT Scholarship Category
Start by identifying the MEXT scholarship that matches your academic level and career plans.
The main scholarship categories are:
- Research Students: Graduate-level research, Master’s and PhD studies.
- Undergraduate Students: Bachelor’s degree programmes.
- Teacher Training Students: Professional training for eligible practising teachers.
- Japanese Studies Students: For university students studying Japanese language or culture.
- College of Technology Students: Specialised technical education.
- Specialized Training College Students: Professional and vocational programmes.
- Young Leaders’ Program (YLP): Designated graduate programmes for eligible young professionals.
Each category has different eligibility and selection requirements.
Step 2: Choose Your Application Route
There are two main ways to apply for the Japanese Government MEXT Scholarship.
Embassy Recommendation
You apply through the Japanese Embassy or Consulate-General in your country. The embassy conducts the initial screening, which may include document assessment, written examinations and an interview.
University Recommendation
Under this route, participating Japanese universities select eligible international students and recommend them to MEXT.
Not every university has a MEXT recommendation quota, so check the scholarship information published by your preferred Japanese university.
Step 3: Check Your Eligibility
Eligibility varies by scholarship category.
Generally:
- Undergraduate applicants must meet the specified age requirements and normally have completed 12 years of schooling.
- Research applicants must meet the academic requirements for admission to a Japanese graduate programme.
- Teacher Training applicants must have graduated from a university or teacher-training institution and possess the required teaching experience.
- Applicants must meet the nationality, academic, health and visa requirements specified for their scholarship category.

Step 4: Find the Correct Application
For Embassy Recommendation, visit the official website of the Japanese Embassy or Consulate-General in your country and look for the MEXT Scholarship announcement.
The embassy will provide the application deadline, current forms, available scholarship categories and submission instructions.
For University Recommendation, visit the international admissions or scholarship page of the Japanese university where you intend to study.
There is no single worldwide application deadline.
Step 5: Prepare Your Application Documents
Requirements differ between categories, but commonly requested documents include:
- MEXT application form.
- Academic transcripts.
- Graduation certificate or certificate of expected graduation.
- Recommendation letter.
- MEXT Certificate of Health.
- Photographs and identification documents where required.
Research applicants may additionally need:
- Field of Study and Research Plan.
- Placement Preference Application Form.
- Thesis abstracts, where applicable.
- Language proficiency certificates, where applicable.
Documents not written in Japanese or English may require translations according to the application guidelines.
Step 6: Prepare Your Research Plan
This step mainly applies to applicants for the Research Student Scholarship.
Your Field of Study and Research Plan should clearly explain:
- Your academic background.
- Proposed research topic.
- Research objectives.
- Proposed methodology.
- Expected research outcomes.
- How the proposed research relates to your previous studies and future career.
Your proposed field should generally be related to your previous university studies or a closely related field that can be studied at a Japanese graduate school.
Step 7: Submit Your MEXT Application
Submit your completed application according to the instructions provided by the Japanese Embassy/Consulate or participating university.
For Embassy Recommendation, do not send your application directly to MEXT in Japan. Follow the submission procedure established by the diplomatic mission in your country.
The MEXT Scholarship does not charge an application fee. Applicants should be cautious of organisations or individuals requesting payment to secure or guarantee a scholarship.

Step 8: Prepare for the Written Tests and Interview
Embassy Recommendation applicants may be required to complete written examinations during the First Screening.
Subjects depend on the scholarship category. Examples include:
- Research Students: Japanese and English.
- Undergraduate Students: Japanese, English and Mathematics, plus relevant science subjects for science applicants.
- Teacher Training Students: Japanese and English.
- Japanese Studies Students: Japanese.
MEXT provides past examination questions that applicants can use for preparation.
Shortlisted candidates may also attend an interview. Be prepared to discuss your academic background, reasons for choosing Japan, study or research plans and future goals.
Step 9: Obtain Provisional University Acceptance (where required)
Research Student applicants who pass the Embassy First Screening may be required to contact Japanese universities and request Letters of Provisional Acceptance.
Choose universities and academic supervisors whose research areas match your proposed field of study.
Follow the current MEXT instructions regarding when universities can be contacted, the number of institutions you may approach and the documents you should submit. This stage does not apply in the same way to every MEXT scholarship category.
Step 10: Wait for Final Selection
Passing the Embassy First Screening does not automatically guarantee a MEXT Scholarship.
Candidates recommended by embassies and universities undergo further screening by MEXT. Successful applicants are eventually notified through the relevant Japanese Embassy, Consulate or university.
Selected candidates will then receive instructions regarding university placement, student visa procedures, travel and arrival in Japan.
What Does the MEXT Scholarship Cover?
The MEXT Scholarship generally provides:
- Full exemption from entrance examination, matriculation and tuition fees.
- Monthly living allowance.
- Economy-class airfare to Japan under applicable conditions.
- Return airfare after completing the scholarship where conditions are met.
- Additional regional allowance for students studying in designated areas.
Monthly stipends vary by scholarship category. Undergraduate students generally receive about ¥117,000 per month, while graduate-level Research Students generally receive approximately ¥143,000 to ¥145,000 per month, depending on their course.
When Does the MEXT Scholarship Application Open?
Application periods depend on the scholarship category and route.
For Embassy Recommendation, recruitment for major categories such as Research and Undergraduate Students generally begins around April or May in the year before arrival in Japan. However, each Japanese Embassy establishes its own deadline.
Other categories may follow different schedules, while University Recommendation applications follow the timetable of participating Japanese universities.

Do You Need IELTS or TOEFL for MEXT?
IELTS or TOEFL is not universally required for every MEXT Scholarship application.
However, language ability remains important. Embassy Recommendation includes Japanese and/or English examinations for several scholarship categories, while individual Japanese universities may have additional language requirements.
Applicants should follow the requirements for their particular scholarship category and proposed institution.
