The Joint Japan/World Bank Scholarship is a collaboration between the Government of Japan and the World Bank aimed at providing graduate scholarship to citizens of certain developing countries with relevant professional experience applying to a master’s degree program in a development-related topic.
The program offers scholarships for 42 Participating Master’s Programs in 24 universities in the U.S., Europe, Africa, Oceania and Japan in key areas of development, including economic policy management, tax policy, and infrastructure management. The scholarship provides full funding to successful candidates.

Scholarship Benefits
- Economy class air travel between your home country and the host university at the start and end of the scholarship period. In addition to the two-way air travel, scholars will receive a US $600 travel allowance for each trip.
- Tuition for your graduate program
- Cost of basic medical insurance obtained through the university.
- A monthly subsistence allowance to cover all living expenses (accommodations, food, etc., including books). The amount of the allowance varies depending on the host country.
Joint Japan/World Bank Scholarship | Eligibility Criteria
To be considered for Joint Japan/World Bank Scholarship, applicants must meet the following requirements:
- Be a national of a World Bank member developing country on this list.
- Not hold dual citizenship of any developed country.
- Be in good health.
- Hold a bachelor’s (or equivalent) degree earned at least 3 years prior to the Application Deadline date.
- Be employed in development-related work in a paid full- time position at the time of submitting the scholarship application.
- Have at least 3 years of paid development-related employment since earning a bachelor’s degree (or equivalent university degree) and acquired within the past 6 years from the date of the application deadline.
- On or before the scholarship application deadline date, be admitted unconditionally (except for funding) for the upcoming academic year to at least one of the JJ/WBGSP participating master’s programs located outside of the applicant’s country of citizenship and country of residence listed at the time the call for scholarship applications opens.
- Successful scholars must be willing to return to their home country to use their new skills and contribute to the social and economic development of their country.
Joint Japan/World Bank Scholarship | Application Guide
This scholarship is one of the top scholarships in the world and is very competitive. It is always awarded to the best applicant whose application stands out from the numerous submissions received yearly. It is therefore important that you arm yourself with the following application tips if you are to be offered this award.
The scholarship program uses several review processes to identify the candidates with the highest potential, after completion of their graduate studies, to impact the development of their countries.
Therefore, two qualified assessors independently review each eligible application and score the application on a scale of 1 to 10, taking into account four main factors and the degree of cohesion among them:
- Quality of Professional Experience (30% weight)
- Quality of Professional Recommendations (30% weight)
- Quality of Commitment to your Home Country (30% weight)
- Quality of Education Background (10% weight)
Applicants are to take note of the following application guidelines:
- Do not use mobile phones to submit your application as the online application is not configured to be used by a mobile phone. Use a desktop or laptop instead.
- There are list of browsers supported by the Zengine platform. Chrome works best from experience.
- Only submit a scholarship application when you have proof of unconditional offer of admission.
- Submit only one application under one window. Individuals who submit more than one application will be disqualified.
- Only apply for master’s program in the drop-down menu in the PARTICIPATING MASTER’S PROGRAM section of the application form.

- Application window 1 will open from January 13 to February 28, 2025 at 12:00 noon EST.
- Application Window 2 will open from March 25 to May 23, 2025 at 12:00 noon EST.
