To be considered for the Government of Quebec Excellence Scholarships, applicants must meet the following requirements:
- Applicant must be a foreign student or researcher from all research sectors (health, human and social sciences, arts and letters, natural sciences and engineering).
- Applicants for the scholarships must have obtained relevant degrees from recognized institutions of higher learning.
- Applicants must demonstrate excellent academic and research abilities.
- Applicants must not have already obtained an excellence scholarship for foreign students from the Quebec Ministry of Higher Education.
