USAID is recruiting to fill the following positions below:

1.) USAID Project Management Assistant (M&E)

Location: Abuja, Nigeria (Abuja, Nigeria with possible travel as stated in the Statement of Duties).
Period of Performance: Five (5) years renewable, estimated to start o/a December 2020.

Eligible Offerors: Open to Cooperating Country National (Nigerians only).
Security Level Required: CCNPSC Clearance

Market Value/Compensation

  •  N15,052,605 to N22,670,299 equivalent to FSN-11; 40 Hours per week in accordance with AIDAR Appendix J and the Local Compensation Plan of United States Mission, Nigeria (Effective October 27, 2019). Final compensation will be negotiated within the listed market value.

Minimum Qualifications Required for this Position

  • Education: Minimum of a College / university studies in Public Health, Epidemiology, Statistics, Demographics, or Health Sciences is required.
  • Prior Work Experience: Minimum of three years of substantive and progressively health professional experience in monitoring and evaluating development projects. Must demonstrate thorough prior experience with M&E concepts and practices, and managing large databases using either database or spreadsheet applications.
  • Language Proficiency: Level IV (fluent) English oral and writing ability is required.
  • Job Knowledge: Good strategic and analytical thinking and ability to interpret public health and epidemiological data is essential. Specialized knowledge of the public health aspects of managing M&E programs, and evidence-based practices and policies (for M&E management in particular) are required as is a demonstrated knowledge of the concepts, principles, techniques, and practices of GON programs in the health sector. Familiarity with United States Government regulations is desired.
  • Skills and Abilities: Strong interpersonal and intercultural skills to ensure effective team relations. Strong communication and negotiation skills to interpret organizational policies and best practices in performance monitoring, impact assessment and evaluation. Management and organizational skills to work with numerous teams, identifying priority actions and taking initiative for follow through. Advanced computer skills in Excel, word processing, database management, and statistical packages.

2.) USAID Project Management Specialist – Civil Society & Media

Locations: Abuja, Nigeria (Abuja, Nigeria with possible travel as stated in the Statement of Duties).
Period of Performance: Five (5) years renewable, estimated to start o/a December 2020.

Deadline: 21st August, 2020.

Eligible Offerors: Open to Cooperating Country National (Nigerians only).
Security Level Required: CCNPSC Clearance.

Market Value/Compensation

  • N8,569,748 to N12,864,976 equivalent to FSN-8; 40 Hours per week in accordance with AIDAR Appendix J and the Local Compensation Plan of United States Mission, Nigeria (Effective October 27, 2019). Final compensation will be negotiated within the listed market value.

Minimum Qualifications Required For This Position

  • Education: Master’s Degree in Political Science, International Relations, Development, Law, Public Administration, Public Policy, Social Sciences, Liberal Arts, or Communication/Journalism is required.
  • Prior Work Experience: Minimum five years of progressively responsible professional work experience in democracy and governance program management or in civil society advocacy is required.
  • Language Proficiency: Level IV (Fluent speaking, reading, and writing) English is required.
  • Job Knowledge: Must demonstrate in-depth understanding of civil society organizations and the media in Nigeria. Must have sound knowledge of Nigeria’s laws, policies, political history and development.
  • Skills and Abilities: Must have high level of judgment. Must possess excellent skills in program management, oversight, monitoring, reporting, financial analysis, evaluation of civil society and democracy and governance programs. He/she must have strong computer skills in Microsoft Office software. Must have outstanding interpersonal teamwork skills, especially in multi-cultural settings, to be able to interact with all persons within and outside the Mission. Must be able to interact professionally with high-level GON and USG officials. Must be knowledgeable and capable to deal with sensitive issues that emerge.
